In DC everyone gets their checks from the government, either directly or through an intermediary. There is no doubt what "liberal" means in this day and age and place.

People vote liberal more than they say they are liberal, do they not?

  3. This has been quite common in the US for some time. A lot of people have only a vague understanding of what the terms "liberal" and "conservative" mean. If you were to examine specific policy preferences, you would find that many more people are "operationally" liberal.
